Generally never, unless they plan to release it in the US, then it's over here anyway. The best way to get stuff in English is to find hacks- but if that's not available, you actually have to resort to learning Japanese.
However, your luck is that GOOD import games- Tsukihime especially- generally have teams working on them to translate them. Tsukihime is already done- Fate/Stay Night is next, which is ultra ***** awesome.

I have a friend that was able to obtain a Gameboy game that contained many games in one cartridge. For example, it had a Pokemon Gold game and a game I believe is named Contra. However, the text was in Japanese so it was difficult to play. Is this an example of an imported game?

No, what you bought was a bootleg, where usually third world countries steal games, rip them onto blank cartridges, and sell them for profit while the original creators don't see a penny.

Like I said, this event happened a few years ago, and I doubt my friend still has the game. I don't talk to him much anymore anyways.
